Sokli mining project selected as a strategic project under the EU Critical Raw Materials Act
The decision highlights the project's importance for the availability of critical raw materials in Europe and for supporting the clean transition.
The European Commission has announced the mining projects selected as strategic projects under the Critical Raw Materials Act (CRMA). The designated projects must make a significant contribution to the security of supply of strategic raw materials in the EU, be technically feasible within a reasonable timeframe, and meet sustainability requirements.
The mineral resources of Sokli, located in Savukoski, are globally unique, and the project is among Europe's most significant phosphate and polymetallic deposits. In addition to phosphate, the deposit contains, among others, rare earth elements, niobium, iron, and vermiculite. The aim of the project is to responsibly utilize domestic mineral resources, produce raw materials for fertilizer production, the clean transition, defense, and industrial needs, and strengthen Europe's raw material self-sufficiency.
"Strategic project status strengthens the significance of Sokli and provides us with a solid foundation to continue the determined development of the project. Our next focus is on preparing pilot operations, advancing technical studies, and carrying out a thorough assessment of environmental impacts," says Pasi Heino, Managing Director of Sokli.
The decision supports the EU's objective of diversifying sources of critical raw materials and reducing dependence on suppliers outside the Union. Strategic project status under the CRMA may streamline and accelerate administrative procedures related to the project and support the identification of financing opportunities. However, strategic project status does not replace national permitting or environmental procedures.

Project planning and preparations for pilot operations continue
Preparatory work for pilot operations is currently underway at the Sokli mining project, including earthworks and road improvements. The environmental impact assessment procedure for the actual mining operations is expected to begin this year. Nature surveys and environmental monitoring have been carried out and will continue in the coming years. The objective of the pilot operations is to test mining activities at a limited scale in a real operating environment. This will help ensure that the future mine can be implemented safely and responsibly.
"Strategic project status also comes with a strong responsibility. We want to operate transparently, listen to local views, and ensure that the project's impacts are thoroughly assessed at all stages of planning," Heino states.
